Bar Chords are chords that have your index finger holding down more than one string and not playing with any open strings. So if you know the chord E, and if you also know the Note on the 6th string, for example, you can move that same shape up one fret, using your index finder to hold down the first fret and ta da, your now playing an F. Move it one more fret, and you've got yourself an F#. One more and you're playing a G....and so on. By doing this, you are using Movable Chords. Now there seems to be some rumor floating around that all chords are movable in that regard, but most of the ones I use in a bar chord are on the 6th and 5th strings with the exception of D and A chords which are also bar-able. (I haven't ever barred a C chord, only b/c I haven't had a reason to do it yet b/c once you bar a C chord it becomes another chord that is typically played with some other chord structure. At first, I had a hard time playing these bar chords, but now with time and practice, I use them all the time.
